Ukrainian President Volodymyr Zelensky States He Lacks Clear Security Pledge from Allies
President Zelensky has stated that European allies have not given him sound guarantees that they will defend Ukraine in the event of a fresh offensive by Russia.
"I continue to pose this critical question to all our partners and thus far, the answer remains elusive a definitive and straightforward response yet," he stated to the press on Wednesday.
These remarks follow a day after Britain and France signed a statement of purpose on deploying troops in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is finalized.
However, comprehensive defense assurances have not been agreed. The United States, which has been leading efforts to end the invasion, was reported to have abstained from signing such a pledge at talks in Paris on the previous day.
Outcomes from the Paris Discussions
Following the negotiations in Paris, which involved some 30 countries that form the group termed the 'Coalition of the Willing', British PM Keir Starmer said the UK and France would "set up operational bases across Ukraine" to prevent any future incursion, while French President Emmanuel Macron later said a significant number of soldiers may be sent.
Allies proposed that the United States would assume a leading role in monitoring a truce. But the key issue of territorial concessions that Ukraine is being pressured to offer to Russia as a component of the settlement terms are continuing to be negotiated.
The Russian government has thus far remained silent on the announcement made in the city of Paris.
President Putin initiated a comprehensive military assault of Ukraine in the early months of 2022, and Moscow currently controls about 20% of Ukrainian territory.
Zelensky's Shifting Tone
The UK Prime Minister characterized the bilateral declaration as "an essential component of our commitment to stand with Ukraine for the foreseeable future".
He added: "It establishes the pathway for the juridical structure under which British, French and partner forces could operate on Ukraine's territory, protecting Ukrainian airspace and waters, and regenerating Ukraine's military for the future."
Zelensky hailed that agreement as a "huge step forward".
A day later, however, he seemed more cautious.
"I see the will, the political will, and that the partners are ready, and the allies are willing to give us strong sanctions, powerful defense assurances," he said when asked if nations in Europe would defend Ukraine.
"However, until we don't have such security guarantees - legally binding, supported by parliaments, supported by the United States Congress - this question cannot be answered. And even if they do, you still have to rely primarily on your own strength."
Persistent Challenges and Fighting
Negotiations in Paris were also notable owing to the presence of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.
Witkoff said the allies "mostly completed" their work on finalizing security arrangements.
Recently, Zelensky said a settlement was "ninety percent complete".
Territorial concessions and defense pledges have been at the center of outstanding matters for negotiators.
The Russian leader has consistently stated that Ukraine's military must pull back from the entirety of the Donbas region or Moscow will take control, dismissing potential concessions over how to conclude hostilities.
The Ukrainian President has thus far rejected ceding any territory, but has proposed that Ukraine could redeploy its forces to an established line - but provided that Russia did the same.
Moscow now holds about 75% of the Donetsk oblast, and some nearly all of the neighbouring Luhansk. The two regions form the Donbas industrial heartland.
It has been intensifying attacks against cities in Ukraine - with a focus on energy infrastructure. Russia has also made slow progress in seizing additional Ukrainian land.
Ukrainian forces have retaliated at objectives inside Russia with drones, though with varying degrees of effectiveness.
